Hawaii residents need no license for recreational marine fishing. Nonresidents 15 and older need a Nonresident Recreational Marine Fishing License, sold only online (active-duty military and their minor children are exempt). Hawaii is not on NOAA's list of states exempt from the National Saltwater Angler Registry, so residents fishing federal waters from a private or rental boat may need to register with NOAA.
