New York has no saltwater license. Anglers 16 and older fishing for saltwater species in the Marine and Coastal District must enroll each year in the Recreational Marine Fishing Registry. Connecticut and Rhode Island residents with a marine license from their home state do not need to enroll. Enrollment is through DEC's DECALS licensing system. dec.ny.gov refuses some browser-like automated requests.
